Colombia’s 1991 constitution not only listed a right to health care, but also established a new legal tool called the tutela that allows citizens to easily make legal claims about their fundamental constitutional rights. Through the tutela, Colombians can present their problems to a judge. The judge then must decide within 10 days whether their fundamental rights have been violated, and if so, assign an appropriate remedy. The Colombian Constitutional Court has recognized the right to health care as a fundamental right.

Healthcare pain. I have a healthy family and we hardly ever go to the doctor. I cover my family through a regular plan through my work with a $3000 out of pocket max per year. Out of the complete blue sky my daughter had a sudden and major health crisis requiring hospitalization starting a month and half ago, this past December. Do your wife’s retiree health benefits provide for the option to buy insurance through the employer or actually help cover some of the cost as well? Either or, that’s an awesome option you folks have that very few folks are offered. My employer would offer retiree health insurance in a similar situation as your wife, but I’d have to pay the cost full-freight so I don’t think it would be a great option for us (plus 55 is still a long ways off for me).
The ACA’s premium subsidies are designed to increase to keep pace with the cost of the benchmark plan in each area. As premiums grow, so do premium subsidies. Some, if not most, health care providers in the United States will agree to bill the insurance company if patients are willing to sign an agreement that they will be responsible for the amount that the insurance company doesn't pay. No chronic illnesses or pre-existing conditions; no intentions of expanding the family further and trying for a girl; his boys are past the age of when many childhood surgeries happen (ear tubes, tonsils, etc); and as a bonus they have a well-stocked Health Savings Account which can be used to cover the deductible in case of emergency.

Private health care has continued parallel to the NHS, paid for largely by private insurance, but it is used by less than 8% of the population, and generally as a top-up to NHS services. This is our preferred HCSM plan from Aliera Healthcare that combines the 63 Minimum Essential Coverage preventive care benefits plan with a HCSM for hospitalization. It is an ACA exempt plan because it covers preventive care (after a 9 month waiting period) at 100% with no out of pocket expense to the member and includes an ACA-exempt HCSM hospitalization plan. It is not two separate bundled plans but is one plan through Aliera. Rates look good, benefits are nationwide, and the application is simple. The Statement of Beliefs is non-evangelical personal rights/liberty oriented, making it appealing to a broader audience than some of the other HCSMs.

One caution for any of you looking for cheap coverage – make sure the drug coverage is adequate. My best friend’s 77 year old husband was recently diagnosed with stage IV thyroid cancer (after full thyroidectomy and iodine treatment 11 years ago!) and his drug plan (he’s Medicare) won’t cover Tier 4 drugs at all, which is the only thing his doctor can offer. So he’s making his final arrangements because he’s going to die. I don’t know if this drug was going to just buy him some time or put him in remission or what, it’s new as of early 2018, but it’s heartbreaking to think he has no choices (other than suicide) because they cannot afford treatment. This drug costs, get this, $16,000 a month!!! That’s not a typo.
