A health care sharing ministry is an organization that facilitates sharing of health care costs among individual and families who have common ethical or religious beliefs. A health care sharing ministry is not actual insurance, is not regulated by the Department of Insurance, does not use actuaries, does not accept the risk or make guarantees, and does not purchase reinsurance policies on behalf of its members.


Health plans are divided into five categories to make comparing them easier. The categories are based on the percentage of health care costs the plans pay and the portion you pay out of pocket, including the deductible, copayments and coinsurance. The percentages are estimates based on the amount of medical care an average person would use in a year. The categories are:

When you have employer-sponsored health insurance, your employer usually pays part of the monthly premiums and you pay part of the monthly premiums. Your share of the premiums are deducted from your paycheck automatically so you don’t have to remember to pay each month. In most cases, this payroll deduction is taken out of your paycheck before your income taxes are calculated; this way, you’re not paying income taxes on the money you spent on health insurance premiums.

Health insurance premiums are filed with and regulated by your state's Department of Insurance. You can only qualify for Catastrophic health plans if you're under 30 years old or meet certain exemption requirements, although Bronze plans are available to anyone. These lower metal tier policies have cheap monthly premiums for health insurance, but much higher cost sharing. So, if you need medical care during the year, you would have to pay more money out of pocket before coverage kicks in. For instance, the Cigna Connect 7150 Bronze plan has a deductible of $7,350, whereas some Gold plans have a deductible below $1,000. To get the subsidy, you must apply for it and purchase a plan through your state’s health insurance exchange, also known as the Health Insurance Marketplace. The amount you receive will depend on the estimated household income that you put on your Marketplace application. Usually, you must make between 100 and 400 percent of the federal poverty level to qualify.

Whether or not your state expanded Medicaid, you may be eligible for federal assistance when you buy a health plan through your state’s marketplace. This assistance could lower the premiums you pay and reduce how much money you must pay out of your own pocket when you seek medical care. Although premiums for marketplace plans are increasing significantly in many states, if you qualify for premium tax credits, the tax credit should cover most or nearly all of the cost increase.  In general, you may be eligible for tax credits to lower your premium if you are single and your annual 2019 income is between $12,140 to $48,560 or if your household income is between $20,780 to $83,120 for a family of three (the lower income limits are higher in states that expanded Medicaid). The range differs for families of different sizes. If you buy a plan through the marketplace and your income is between $12,140 and $30,350 for a single person ($20,780 to $51,950 for a family of three), you can also qualify for help with cost sharing. Special modified silver plans are available with lower deductibles, copays, and annual out-of-pocket limits on cost sharing.

One of the most popular plans through eHealth, short-term health insurance provides coverage for a fixed period of time (three months to three years). Short-term health insurance is typically 80% cheaper than most medical plans, but may have limited benefits. Short-term plans won't cover maternity leave, mental health, substance abuse, and pre-existing conditions.

Though the actual cost will vary according to the plan you choose, as you can see below, the average cost of adding a 40-year-old spouse to a Silver plan is $504. Adding a child to a Silver health insurance plan costs, on average, $302. So, a family of five in Pennsylvania, with an adult couple and three children, would pay an average health insurance cost of $1,914, or $603 more than a family of three would pay for a Silver plan.
Short-term plans are back thanks to the executive order signed by President Trump late last year known simply as Obamacare Relief. Short-term medical insurance plans offer little in terms of coverage, but their low cost makes them a great choice for the young and healthy. You probably won’t get your pre-existing conditions covered or preventive services paid for, but if you come down with any serious injury or illness, short-term plans will be there to save the day.
Unfortunately, while the state has taken the important step of putting a rate cap on health plans sold to people with pre-existing conditions, few other protections afforded the individual market. There are but minimal guidelines to guarantee access to the individual market and no high-risk pool has been established. Atkins (D,San Diego), the bill would create a single-payer system in California, although the details of the financing and coverage specifics were not finalized when the bill was brought for consideration. Although the measure passed the Senate in June 2017, the California Assembly pended it indefinitely.

America’s Health Rankings, compiled by the United Health Foundation, ranked California 16th overall in 2016, the same spot the state held in 2015. In the 2017 edition of the rankings, California fell one place, to 17th. Air pollution, pertussis, and disparity in health status by education level are the state’s biggest public health challenges. But the state has a low incidence of tobacco use, preventable hospitalizations, and infant mortality.

Despite the headlines about the ACA being ruled unconstitutional, it’s important to understand that this case is far from over and could eventually make its way to the Supreme Court. Shortly after the ruling was announced, CMS Administrator Seema Verma tweeted that “the exchanges are still open for business” and that “there is no impact to current coverage or coverage in a 2019 plan.”
